La mobilité urbaine, de nos jours, est un sérieux problème à Dakar. Il est quasi incertain, pour les usagers, de maîtriser le temps de parcours d'un point « A » à un point « B ». Ce quotidien fatidique du citoyen sénégalais dans la capitale est facteur de ralentissement économique en raison des congestions et de tout ce que cela compte comme conséquences. C'est pour cette raison que le Plan Sénégal Émergent (PSE) a défini en 2012, une nouvelle politique de développement dans laquelle le projet du Train Express Régional (TER) est inscrit en priorité. C'est par la suite que l'analyse sera portée sur son intégration dans le système de transport ferroviaire du Sénégal, avec un accent particulier sur le volet institutionnel et sa dimension sécuritaire.
