Nach 46 Jahren Frieden in Europa versagten die traditionelle Diplomatie und damit die »internationale Gemeinschaft« angesichts der menschenverachtenden hybriden Kriegsführung Miloševi?s. Die Balkaneinsätze der Bundeswehr vollzogen sich in den 1990er Jahren in rund 25 unterschiedlichen multinationalen Operationen zu Lande, zu Wasser und in der Luft. Sie fanden eingebunden in unterschiedliche institutionelle Rahmen statt und umfassten das gesamte militärische Spektrum von der Hilfsoperation bis zum Kampf.
